One of the most critical aspects of operating hazardous industrial facilities is preparedness to prevent the escalation of accidents and to eliminate their consequences promptly.

In this regard, Article 11 of the Law of the Republic of Uzbekistan “On Industrial Safety of Hazardous Production Facilities” No. O'RQ-57 establishes specific industrial safety requirements for organizations operating such facilities.

According to this article, organizations are required to:

Plan and implement measures to prevent accidents and eliminate their consequences

Organizations must develop and apply measures in advance to prevent the escalation of accidents, protect human life and health, and minimize damage.

Ensure cooperation with emergency rescue services

In accordance with the law, organizations must conclude service agreements with professional emergency rescue services. In certain cases, they are required to establish their own emergency rescue units or non-staff rescue teams from among employees.

Maintain financial and material reserves

To respond effectively to emergencies, organizations must have sufficient financial resources and material reserves.

Train employees for emergency actions

Employees must be trained to act appropriately in case of accidents or incidents. Organizations are required to conduct regular training.

Establish monitoring, alert, and communication systems

Organizations must implement monitoring, alert, communication, and coordination systems, and ensure their continuous operability.

Why is this important?

These requirements enhance preparedness for emergencies, prevent large-scale accident escalation, and protect human life, health, and the environment.

Conclusion

Article 11 of Law No. ZRU-57 serves as a key legal foundation for industrial safety. It requires organizations to systematically prepare for potential emergencies and effectively manage their consequences.

Industrial safety is not just a requirement — it is a guarantee of human life and public safety.
